What happens if I don’t meet the 12/31 deadline to comply with the NWSA Clean Truck Program?
Starting Jan. 1, 2019, trucks that do not meet the 2007 air emission standards will not have access to NWA international terminals.

How long will I have to wait to receive the loan funds?

What are the requirements for the $6,000 loan bonus program?
Eligibility requirements for the $6,000 loan bonus program are as follows:

  • The bonus is limited to the first 157 approved Ecology-backed + scrapping loans
  • Program applies to the scrapping of old, non-compliant trucks (2007 engine or older)
  • Trucks must be scrapped at a NWSA-approved scrapyard
  • All required scrapping documentation must be approved by the NWSA
  •  A W-9 is a required document

Owner-operators are responsible for making an appointment with the scrapyard and all scrapping arrangements. For each truck scrapped, the scrapyard will complete and submit the required form and photos to the NWSA for approval. NWSA will then notify Opportunity Fund that the documentation has been approved and the loan can be disbursed once the approval has been received. The NWSA will then issue a check directly to the truck dealer towards the purchase of a new or used (2007 engine or newer) truck. Can I be eligible for the $6,000 bonus to scrap my truck if I don’t qualify for a loan?
No, the $6,000 loan bonus only applies to approved Ecology-backed + scrapping loans and dispersed with loan funds.

Can I be eligible for the $6,000 loan bonus if I trade-in my truck rather than scrap it?
No, you are required to scrap an old, non-compliant truck (2007 engine or older) to be eligible for the loan bonus. Refer to the requirements of the loan bonus program above or call us toll-free at 1-866-299-8173 for details.

¹ $6,000 loan rebate is limited to the first 157 approved Ecology-backed + scrapping loans. It only applies to old, non-compliant trucks (2007 engine and older) which must be scrapped to receive the loan bonus. The owner-operator is responsible for scrapping the vehicle at a scrapyard approved by the Northwest Seaport Alliance (NWSA). All scrapping documentation must be reviewed and approved by the NWSA before funds may be dispersed.
